Raising the minimum age of criminal responsibility and the importance of proper youth care

The Council for the Administration of Criminal Justice and Protection of Juveniles conducted a study on the minimum age of criminal responsibility. As a result the Council recommended raising the minimum age to at least 14 years and improving youth care.
